Abstract
The article finalises the series of publications concerning the presentation and analyses the influence of the activity of International Bioethics Committee (IBC) UNESCO in cluster countries of UNESCO Moscow Office and countries-members Commonwealth of Independent States (CIS). In the article are presented the progressive steps of including the ethical principals in the legislation of the countries. It is stressed the uniq possition of UNESCO Declaration (2005) on the creation the responsibility of the goverment and the global solidarity for protection human rights in the process of scientific and technical progress.
