Abstract
Ethical examination of any bill in the field of health protection is necessary. It makes possible to increase the validity of its provisions and helps to eliminate the errors of the bill authors incompetent in ethical issues. In Russia it is necessary to establish a system of such examination. It can be performed by the National Ethical Committee. It has not been founded yet, therefore the Russian Bioethical Committee of the Working group of UNESCO can carry out the examination. The results of the examination are not necessarily to be followed, but having information on them can guarantee the rights of citizens in the health protection sphere.
