Abstract
The Russian lawyers constructed and theoretically deeply developed the system of peaceful means which remained in the basis and today. Their views concerning commissions of inquiry and constant court were new. Besides deep theoretical development of the specified questions, in a merit of the Russian scientists it is possible to carry their huge contribution on introduction of the scientific ideas to rules of international law, the majority of which are valid and today.
