Прикладной анализ стратегической конкуренции США и Китая в системе ООН 2017–2022 гг.

Аннотация

Объектом данного исследования является конкуренция США и Китая. Предметом исследования выступает современная роль, подходы и деятельность США и Китая в системе ООН в период 2017–2022 гг. Для проведения исследования авторами производится прикладной анализ позиций Китая и США в Специализированных учреждениях ООН, бюджетных ассигнований государств в сторону организации, а также реакций США и Китая и их союзников на вопросы, связанные с правами человека и демократии на Тайване, в Гонконге и Синьцзян-Уйгурском автономном районе. Автором также рассматриваются перспективы развития инструментария многосторонней дипломатии Китая. Основные выводы исследования, к которым приходят авторы, заключаются в том, что стратегическое соперничество между США и Китаем продолжит усиливаться в период правления Д. Байдена. Подход администрации Д. Байдена к конкуренции и сотрудничеству с Китаем также будет характеризоваться «национальными интересами» США. После пандемии COVID-19 возникли новые дебаты и конфликты по поводу ценностей, систем и идеологий, что изменило стратегическую конкуренцию между США и Китаем с «США против Китая» на «страны свободного лагеря против Китая», что более благоприятно для США. Это изменение в структуре стратегической конкуренции с Китаем также отражается в том, что США при администрации Д. Байдена также занимаются Тайванем, Гонконгом, Синьцзян-Уйгурским районом. Тибет, и проблемы правления китайской коммунистической партии укрепят единство стран свободной зоны. Дж. Байден, демократ с большой карьерой в Конгрессе перенесет дебаты о «ценностях», «системе» и «идеологии» прав человека и демократии в новые сферы соперничества в стратегической конкуренции между США и Китаем.
