USING DIGITALIZATION TOOLS TO DEVELOP THE MARKETING STRATEGY OF STATE BUDGETARY INSTITUTIONS
Abstract
Digitalization is currently becoming an integral part of the marketing strategy of state budgetary institutions. It allows solving key tasks facing the state budgetary institutions: improving the quality of services, optimizing costs and improving interaction with citizens. In the article, the author analyzes the impact of the digitalization process on the development of marketing strategies of state budgetary institutions in modern conditions. The relevance of the research topic lies in the rapid development of digital technologies and their use in the activities of state budgetary institutions. The key areas of digital transformation of marketing strategies of state budgetary institutions are analyzed, including the development of online channels for interaction with clients, automation of processes, the use of analytical tools and promotion through digital channels.

Abstract
The article considers the mutual influence of the formation of the new world economic order and the introduction of cryptocurrency. The characteristics of cryptocurrency and the possibilities of its application in international transactions, investment operations and for the purpose of saving funds are considered. Attention is paid to blockchain technology, principles of creation and security of cryptocurrencies. The experience of different countries in the legalization of cryptocurrencies and their application to solve economic problems, such as circumventing sanctions and fighting inflation, is analyzed. The issues related to the regulation of cryptocurrencies are disclosed.

IMPORT SUBSTITUTION STRATEGIES IN A GLOBAL CONTEXT: A COMPARATIVE ANALYSIS OF MODELS AND PROSPECTS FOR STRUCTURAL TRANS-FORMATION OF THE RUSSIAN ECONOMY UNDER SANCTIONS
Abstract
The article examines import substitution strategies as an economic policy tool aimed at reducing import dependence and stimulating domestic production. Based on a comparative analysis of three models – domestically oriented (Latin America, 1950-1960s), foreign-oriented (Asian NIS) and mixed (India, Egypt) – their advantages and risks are identified. In the context of Russia, the role of sanctions pressure in activating import substitution is emphasized, especially in agriculture and mechanical engineering. Negative effects are critically assessed: reduced competition, rising prices, technological backwardness. The need for a transition from protectionism to an export-oriented model synthesizing the localization of critical industries with integration into global value chains is proven.

THE ROLE OF MARKETING IN NEW PRODUCT PLANNING
Abstract
The relevance of this study is due to the need to improve the efficiency of production processes in the face of fierce competition, unstable economic environment and increasing pressure to reduce costs. Modern companies face a challenge: how to simultaneously ensure high product quality, reduce costs and remain flexible in changing market conditions. One of the most effective solutions to these problems is the implementation of lean manufacturing techniques. The paper considers the production strategy of Toyota as an example of successful integration of Lean Manufacturing tools: Just-in-Time, 5S, Kaizen and Kanban. The study is aimed at analyzing the possibilities of adapting these methods to Russian conditions. The key principles of the lean approach are identified, allowing to optimize resources, improve quality and reduce costs. Practical recommendations are developed for the implementation of lean technologies in the production strategy, which helps to strengthen the company's competitive position in the market.

DAO AS AN ALTERNATIVE TO TRADITIONAL VENTURE FUNDS: A COMPARATIVE ANALYSIS
Abstract
The article presents a comparative analysis of decentralized autonomous organizations (DAOs) and traditional venture funds (VC) in the context of venture financing of startups in the digital economy by key parameters: management structure, transparency, accessibility, liquidity, transaction costs, speed of decision-making, scalability. The paper uses methods of comparative analysis, case studies, and an overview of open sources, including data from the DeepDAO, Dune Analytics, and GitHub platforms. DAOs have significant potential to transform the investment market due to high transparency, democracy, reduction of barriers to entry and automation of processes through smart contracts. At the same time, limitations related to regulatory uncertainty, technical vulnerabilities, and the risk of concentration of power among large token holders have been identified.

Abstract
The modern economy is undergoing a phase of deep technological transformation, with innovation becoming a key element supported through venture financing tools. Venture capital plays a crucial role in the development of startups, especially in high-tech industries. Despite the existence of state-supported development institutions, the Russian venture market continues to face a number of barriers, including the outflow of foreign capital, high cost of borrowed funds, and fragmented investment infrastructure. The purpose of this paper is to study the theoretical and practical foundations of venture investment and lending, as well as to consider the prospects for improving the venture financing mechanism in Russia. In this regard, recommendations have been developed to enhance the tools for stimulating venture financing.

EMOTIONAL MARKETING IN THE ENTERTAINMENT INDUSTRY: HOW FEELINGS AFFECT THE PERCEPTION OF ADVERTISING
Abstract
The study analyzes the mechanisms of emotional marketing impact on consumer perception of advertising in the entertainment industry. Using a mixed methodology (EEG neurotesting, surveys, A/B testing), key emotional triggers (joy, nostalgia, fear) were identified, demonstrating a 120-230% increase in advertising campaign effectiveness compared to traditional approaches. Results show that emotionally engaged customers generate 306% higher Lifetime Value (LTV), while cross-cultural content adaptation boosts engagement by 65%. THE DEVELOPMENT OF ETHIOPIA'S AGRO-INDUSTRIAL COMPLEX AT THE PRESENT STAGE
Abstract
Ethiopia is the leading agricultural economy in Africa, where agriculture plays a key role, accounting for about 40% of GDP and being the main source of income for about 80% of the population. An analysis of the production of basic agricultural products shows that Ethiopia occupies a leading position in Africa in the production of grain crops, providing a significant part of the food needs of the region. In 2022, grain production reached 50.7 million tons, including corn (10.7 million tons), wheat (5.8 million tons) and sorghum (4.4 million tons). In addition to grains, vegetables and root vegetables occupy an important place. Ethiopia is the birthplace of coffee, the world's largest producer and consumer. In 2023, the volume of coffee production amounted to 501.0 thousand tons. It is the main export commodity, accounting for more than 25% of foreign trade revenues. Animal husbandry makes a significant contribution to food security and employment of the population. The country is a net importer of agricultural products, despite its significant potential. The problems of the Ethiopian agro-industrial complex, which limit its development and ability to guarantee sustainable food supply and exports, are considered.

The modern labor market is characterized by high competition for qualified personnel, which makes the issue of creating and maintaining a strong employer brand relevant. An employer brand is a set of perceptions, associations and expectations associated with a company as a place of work among potential and current employees, as well as other stakeholders. The state employment service, being an important link in the system of employment of citizens, must adapt to new realities and provide high-quality services that meet modern requirements. The developed employer brand assessment system will allow employment services to receive up-to-date data on the state of employer brands and promptly develop proposals to improve the situation in the company. This, in turn, will increase the transparency of interaction between the Personnel Centers "Work of Russia" and employers, will improve the quality of services, even more orienting them to the individual needs of employers and job seekers, which will contribute to strengthening trust and create the basis for long-term cooperation.

THE ROLE OF MARKETPLACES AS A CHANNEL FOR PROMOTING A SMALL BRAND IN THE DIGITAL ECONOMY IN RUSSIA
Abstract
In the context of the rapid development of the digital economy, marketplaces are becoming the most important channels for promotion and sales, especially for small brands that lack significant advertising budgets. This article examines the features of the functioning of Russian marketplaces (using Wildberries, Ozon, and Yandex.Market as examples) as tools for bringing brands to the market.
It is shown that these platforms provide small businesses with opportunities for scaling, logistics automation, and audience expansion without large investments. The key advantages and limitations of marketplaces as a promotional environment are analyzed: lowering entry barriers, access to a wide audience, high competition, and dependence on ranking algorithms. Special attention is paid to effective brand presentation strategies on the platforms and the role of visual content, reviews, native advertising, and ranking positions.

Abstract
This work provides a justification for the need to display the operational balances of raw materials of PJSC SIBUR Holding in regional warehouses when it is purchased by customers through an electronic trading platform. Basic information about polyethylene and its applications, information about PJSC SIBUR Holding and its production facilities in the Russian Federation are indicated. Information on all regional warehouses of SIBUR Holding PJSC with their exact location is collected and structured. The procurement process on the electronic trading platform is simulated and an analysis of the difficulties that customers face when ordering a small volume of raw materials is presented. Recommendations were proposed to improve the efficiency of commercial activities of PJSC SIBUR Holding.

Abstract
In recent years, digital technologies have been actively introduced into all sectors of the national economy in Kyrgyzstan, including the country's accounting, which opens up new opportunities, being an information basis for making management decisions, and cannot remain aloof from these processes. But this process also gives rise to serious legal problems that require a comprehensive analysis and adaptation of laws. This work is aimed at studying the problems of legal regulation associated with the digitalization of accounting in Kyrgyzstan. The analysis identified key aspects that require close attention: protection of personal data, liability for errors and failures in systems, issues of intellectual property obtained using digital technologies. METHODOLOGY FOR IDENTIFICATION OF A GROUP OF INTERRELATED PARTIES FOR ANALYZING THE CREDITWORTHINESS OF AN ENTERPRISE
Abstract
The article considers one of the most important stages of analyzing the creditworthiness of a potential enterprise-borrower - determining the perimeter of quantitative and qualitative information collection. It is this stage that determines the amount of information to be collected and, therefore, the final credit report on the proposed borrower. The main purpose of the study is to form a methodology for identifying a group of interrelated persons, which determines the perimeter of the collected information. To achieve this objective, the study defined a group of companies, a group of related parties and a group of related borrowers. Based on the proposed definitions, a methodology for identifying a group of related parties was formed. This methodology may be of interest to all those who face credit risk in their activities and the problem of collecting data on a potential borrower company.

METHODS OF DEVELOPING LEADERSHIP IN THE ORGANIZATION
Abstract
The article considers the issue of increasing the efficiency of the enterprise through the presence of a leader in the organization. An analysis of the theoretical check of scientists' vision and practical experience on the concept of "leadership" and "leadership development methods" leads us to the conclusion that the best way to develop leadership qualities is an individual development plan. The emergence of a leader is primarily due to his motivation to work on his development. Since different types of leaders are in demand in different situations at the enterprise, and the external environment often has a great influence on the achievement of the goals of the organization, the environment of the leader, his team, should also be subjected to appropriate development methods. In a sense, the individual objectives of an individual development plan related to improving the performance of the enterprise can and should be shared among all members of the leader's team. The composition of the in-kind development plan proposed by the authors is similar to that adopted by JSCo Russian Railways, but has an addition in terms of using a mentor to quickly establish a leader, which will increase the efficiency of the companies.

CLARIFICATION OF THE DEFINITION OF PERSONNEL DEVELOPMENT
Abstract
The article considers the relevance of personnel development. Analysis of the theoretical points of view of scientists and practical experience on the concept of "personnel development" leads us to the conclusion that basically development is considered synonymous with training. On the other hand, the variety of options for defining this concept leads us to the need to give it. It is proposed to use the classic definition of the concept of "development" to obtain the definition of "personnel development." The study establishes that the definition should specify a vector of changes in the organization's activities that would correspond to the characteristics of the concept of "development," for example, such as "qualitative change in state," "stability of changes" or "exogeneity/endogeneity of changes." Three options were identified to determine the specified vector of enterprise changes: 1) organizational maturity; 2) value chain; 3) compliance with the characteristics of the concept of "development" taking into account the results of the SWOT analysis of a particular enterprise.

THE MAIN TRADE FLOWS BETWEEN THE RUSSIAN FEDERATION AND IRAN: EXPORT AND IMPORT DYNAMICS
Abstract
The economic rapprochement of Russia and Iran is analyzed in conditions of sanctions by the West. In this sense, BRICS is considered as a promising association. The strategic cooperation of Russia and Iran was also considered as the financial integration of payment systems. It is shown that the volume of trade between Russia and Iran, although in general, increases, but remains very low and unstable (in 2024 ~ 4.7 billion dollars). The advantages and disadvantages of various types of modern logistics routes are considered and analyzed. Assessment of the dynamics of growth of Russian-Iranian trade. By 2030, the increase in trade is expected by 68%. The economic and logistics advantages of Iran are shown compared to China. The conclusion was made about the prospects and feasibility of bilateral relations Russia – Iran in 2025-2030, although they are characterized by high volatility.

DEVELOPMENT OF METHODS FOR MONITORING THE SOCIAL MEDIA ENVIRONMENT IN ORDER TO CREATE A POSITIVE IMAGE OF DIGITAL URBAN SERVICES (USING THE EXAMPLE OF KICKSHARING)
Abstract
For digital services, a positive image means not only attractiveness, but also legitimacy – the acceptance of society with the presence of such a service in an urban environment. A positive image is based on emotional intimacy, trust, and a sense of normalcy. At the same time, public relations tools (PR communications) can serve to form a relevant image of innovation, as well as inform and educate the user, and create a cultural behavior scenario.
In order to solve these problems, the article examines the specifics of the brand as a multifunctional mobile application that provides access to products and services of the digital ecosystem (superapp). The logic of platform growth is revealed, and a comparative analysis of the eastern and western development trajectories of superapps is carried out. Based on statistical data, including government data, the regulatory and socio-media context of kicksharing is determined, which in the future may help overcome the phase of "discursive conflict" when introducing any innovation that claims to change the configuration of public space.
The proposed methodology confirms that in the context of the rapid growth of the kicksharing market in Russia, competition between leading operators is gradually shifting from the tariff plane to the field of public communications. It is media positioning that begins to build the trust of citizens, influences regulatory decisions and sets the rhythm of seasonal demand.

OPTIMIZATION OF MANAGEMENT PROCESSES IN THE TEXTILE INDUSTRY BASED ON ASSESSING LABOR EFFICIENCY USING AN INTEGRATED SYSTEM OF INDICATORS
Abstract
This article examines a methodology for optimizing labor efficiency in the textile sector from the perspective of operational management of manufacturing enterprises. A comprehensive system of indicators is proposed, based on a hierarchical structure of "resources–processes–results" and focused on achieving the enterprise’s strategic objectives. An algorithm for calculating an integral efficiency coefficient is developed, which includes data collection, normalization of indicators relative to planned values, and weighting according to operational priorities. Threshold criteria are established for managerial decision-making and adjustment of production processes. The role of information-analytical systems in automating monitoring and generating management reports is described.

Abstract
The article examines the impact of transport infrastructure on the dynamics of urban development and the nature of land use. The article examines the relationship between the development of transport systems and the transformation of urban spaces, as well as the processes of urbanization, differentiation of land values and the formation of functional zones. The features and challenges of development, as well as car-oriented development, insufficient public transport and inefficient use of urban lands are revealed. Recommendations for sustainable urban development are proposed, focusing on the priority of public transport, the development of non-motorized modes of transportation, the integration of transport and urban planning, redevelopment of territories and the use of innovative technologies.

REAL ESTATE AGENT LICENSING: ARGUMENTS FOR AND AGAINST
Abstract
This paper examines the issue of introducing mandatory licensing for real estate agents in the Russian Federation. It analyzes both foreign experience and Russian specificities. Arguments in favor include improved service quality, increased agent income, and enhanced trust in the profession. Arguments against focus on the risks: growth of the shadow market, increased transaction costs for consumers, labor shortages, a snowball effect across generations, excessive requirements for licensing exam candidates, and potential deterioration in service quality. A microeconomic model was developed to assess the consequences. Based on the analysis, the conclusion is drawn that introducing a system of mandatory licensing for real estate agents isn’t currently needed, as its potential negative consequences outweigh the expected benefits.

This paper provides a comparative analysis of the PR tactics used by Donald Trump and Kamala Harris in their election campaigns. The study reveals both similarities due to the dominance of social media and personalized branding, as well as significant differences in their communication strategies, from Trump's aggressive populist rhetoric to Harris' more traditional, inclusive approach. The influence of these strategies on electoral processes, the formation of public opinion and the increase in polarization is analyzed. The work highlights the transformation of political communication in the digital age and the role of «information bubbles» in modern electoral behavior

STUDY OF MOTIVATION OF STAFF WITH VARIOUS WORK EXPERIENCE
Abstract
The success of any company depends on how motivated its employees are. Motivated staff work more productively, take more initiative, and perform their tasks better. This article presents a study based on the results of a survey of employees (200 people) using three different methods. The purpose of the study is to identify the impact of the work experience of the organization's employees on their motivation and work priorities. The results showed that for subjects with less than 5 years of work experience, the needs for remuneration, self-improvement, work diversity and free organization of their work activities are most pronounced, while for subjects with more than 10 years of work experience, the needs for achieving results, remuneration and recognition of merit, an interesting work process and the work itself as a whole are expressed. The results obtained will make it possible to change the system of staff motivation in the company under study, create a more favorable atmosphere in the company and improve the main financial and economic indicators of the company.

Abstract
The paper explores the impact of artificial intelligence (AI) and digital technologies on global economic disparities. It examines worldwide AI investments, the effects of these technologies on employment, the transformation of professions, and economic growth, as well as the role of digital infrastructure in national development. Based on the research findings, a regression model was developed to assess the factors influencing the Digital Adoption Index across 22 countries. The study emphasizes the significance of the global economic transformation and the shift toward AI-driven models, highlights the pivotal role of electronic payments as a direct driver of the Digital Adoption Index, and provides a forecast of countries’ digitalization levels in 2025.

Abstract
The article analyzes the formats of interaction between citizens and government bodies in the process of forming public policy. It concludes that it is necessary to build trust in government bodies. The article examines the experience of using traditional forms of citizen involvement and successful forms of participation using digital platforms that provide a participatory approach and allow citizens to feel involved and have an impact on making socially significant decisions. The analysis shows that digital practices of citizen participation in the discussion of social projects are developing in different regions of the Russian Federation, but participation is associated with higher levels of human capital.

Abstract
Modern technological changes are causing the digital transformation of organizations' business processes. Many Russian companies' HR strategies actively use various digital tools to optimize many HR functions. The article substantiates the relevance of developing new employee adaptation programs and identifies the main problems and reasons for the lack of an adaptation plan in Russian organizations. The main digital solutions for staff adaptation, which allow to improve the HR management system of organizations, are considered in detail. Based on the results of the study, it is concluded that the wider implementation of digital solutions for staff adaptation is due to the development of artificial intelligence, which will allow to personalize adaptation programs, develop intelligent engagement surveys, use HR predictive analytics to predict potential problems in the onboarding process, and develop preventive measures.

Abstract
This article is devoted to the consideration of modern trends in talent management. As a result of the analysis, a generalized list of key trends has been compiled, and 2 new areas of research in the field of talent management have been identified. At the first, it is Global Talent Management (GTM), which involves talent management, taking into account the company's culture, strategy, needs, culture and national characteristics of countries. At the second, it is the macro level of talent management (Macro Talent Management; MTM), which involves a study of the influence of macro-environment factors on talent management. In addition, one of the results obtained is to highlight the distinctive features of talent management based on a comparison with the management of the talent pool.

This article discusses the implementation of environmentally oriented strategies in the management of the hotel business and their impact on operational efficiency and brand perception by customers. The main directions of the ecological transformation of hotels are investigated, including the use of renewable energy sources, optimization of water use, reduction of carbon emissions and waste management. The examples of successful integration of these practices into the activities of leading hotel chains are analyzed. The role of certification in building customer trust and attracting investors is considered. The importance of environmental responsibility in modern consumer behavior and its impact on marketing strategy is emphasized.

CONSUMER MICROSEGMENTATION BASED ON MACHINE LEARNING: AN OVERVIEW OF METHODS AND RUSSIAN PRACTICE
Abstract
This article reviews modern approaches to consumer microsegmentation using machine learning algorithms. It provides an analysis of clustering, supervised, and hybrid learning methods applicable to the segmentation of customer databases. Particular attention is given to the practical implementation of microsegmentation by Russian companies such as Ozon, Wildberries, Sber, and Tinkoff, where machine learning technologies are integrated into digital ecosystem platforms. Based on a review of domestic and international literature, the study identifies the strengths and limitations of various methods and outlines the prospects for the development of microsegmentation in the context of business digitalization. The findings may be of interest to professionals in marketing, data analytics, and digital transformation.

USING BLOCKCHAIN AND SMART CONTRACTS TO INCREASE TRANSPARENCY AND FIGHT CORRUPTION IN THE PUBLIC PROCUREMENT SYSTEM
Abstract
The article examines the possibilities and barriers to the implementation of blockchain technologies in the public procurement system of the Russian Federation. A comprehensive analysis of political, economic, technological and legal restrictions that impede the integration of distributed ledgers into procurement processes is carried out. Particular attention is paid to the problem of corruption in public procurement and the potential of blockchain to increase transparency and accountability. Based on the study of international experience (Estonia, Georgia, Great Britain), a phased implementation model is proposed, including pilot projects in individual industries, hybrid integration with the EIS, improvement of the regulatory framework and a system of incentives for participants. It has been proven that blockchain technologies are capable of ensuring data immutability, automation of processes through smart contracts and reduction of corruption risks. For successful implementation, a set of measures is proposed, including adaptation of legislation, creation of a regulatory sandbox and use of open platforms.

Abstract
This article discusses the features of the upcoming transition of the national payment system (NPS) of the Russian Federation to the international standard for financial message exchange, ISO 20022. Special attention is paid to assessing the benefits of implementing this standard for Russian participants in the payment market. The article highlights important changes in the current regulatory framework aimed at ensuring a gradual transition to the use of a new universal form of settlement document established by the Bank of Russia for conducting non-cash payments in accordance with the requirements of the ISO 20022 standard for domestic and cross-border transfers of funds. The conclusion is that it is important to prepare the payment market participants for the upcoming transition, which will make money transfers safer, faster, and more informative in the future.
